The purpose of the Social Innovation Fund (SIF) is to grow the impact of innovative community-based solutions. These solutions have compelling evidence of improving the lives of people in low-income communities throughout the United States. Evaluation is a key component of the SIF program. A major step in conducting a rigorous SIF evaluation is the development of a SIF Evaluation Plan (SEP) that details the program model being evaluated and describes and justifies the evaluation approach selected.

This step-by-step guidance can help organizations implement rigorous evaluations that align with the standards set by the SIF and other federal agencies that emphasize evidence and impact of program effectiveness. Various organizations may have a different level of evaluation knowledge, so the guidance uses non-technical terms where available, and technical and SIF-specific terms are defined throughout this document.
