Caroline Fernandez
Director, Monitoring
Caroline Fernandez is the director of the Office of Monitoring. She is a social worker who has been working in federal homelessness programs for the past several years at the U.S. Department of Housing and Urban Development and at the Substance Abuse Mental Health Services Administration, part of the U.S. Department of Health and Human Services.
Fernandez's first career was in audit and accounting, before she became a clinical social worker, working with people with serious mental illnesses in psychiatric and community settings. She has focused her federal career on supporting grantee compliance with federal requirements to meet programmatic goals, and has had extensive experience monitoring grants and contracts, and liaising with the Offices of the Inspector General at both HUD and HHS. Caroline and her husband, David, live in Maryland with their teenage daughter, Elena, and three cats.
